Emergency 911 fees

http://www.dor.ms.gov/docs/notice_mis.e911retailers.pdf

UNBELIEVABLE! Mississippi passed a law requiring prepaid wireless users to pay $1 EVERY TIME they purchase refill minutes for E911 services! Those of us on wireless contracts only pay $1 per month. For instance a Total Call customer could purchase a $5 refill card for 50 minutes talk time and be charged $1 by the state for every 50 minutes! My average customer, on all carriers, buys refill minutes at least once per week. I've already notified my state senator and governor that I expect a quick repeal.

Mississippi DOR: Wireless Telecom Retailers Are Required to Collect $1 for Emergency Phone Services
Notice to Service Providers Who Sell Prepaid Wireless Communications Services
Notice 90-10-002, 7/1/2010

The Mississippi Department of Revenue (“DOR,”or “Department”) has issued a bulletin to explain that effective July 1, 2010, Senate Bill 2938 as passed during the 2010 Regular Session of the Mississippi Legislature requires retailers of prepaid wireless telecommunication services to collect a $1.00 Prepaid Wireless E911 Charge.

Examples of prepaid wireless telecommunication services are cellular phones that come preloaded with a set dollar amount or set number of minutes for use by the customer and cards the customer uses to reload their cellular phone with a set dollar amount or set number of minutes, according to the DOR.

Maine started this new tax on January 1st of this year. They actually had it earmarked for last fall but in the ninth hour they decided that the amount wasn't enough so the when up another $.10. Since then last month they upped it again to $.45 per recharge. I have written and called my rep's and Senators with absolutely zero response. They know exactly what they are doing to the "unbanked" and really do not care. The 911 fund goes directly into the general fund and is a cash cow. I lost about 10% of my stores because the retailers did not want to deal with the extra paperwork.
